To make a custom decor read through these threads:

Art Style Guidelines
After (or before) you make the art you can purchase the custom decor kit in the grove for 10 GC, and submit your decor!Ā  It will be looked over by a member of staff and accepted or rejected, if its rejected you'll get an explaination as to why and your item back so you can keep adjusting and resubmitting until it's accepted.
