I had trouble with it too. Trying to get the pieces to rotate is difficult.

The pieces only rotate when they are in the right spot. Three spots can be seen all the way on the top of the puzzle, and two pieces under there. That's where the pieces should go. I had a screenshot of how it should look like because people were struggling with that, but I lost it :( Somehow my computer decided NOT to save the screenshot and now I don't have it. Maybe someone else posted it?

The best way I found to solve it was to think of a knot. When you look at the pieces you can see that one will point to the right, and one to the left, and one should go in the middle - once they are dragged into the right spot you can click or tap them to make them rotate. Hope that helps.
