yup! any charged animal has a (very) low chance to drop a charged core! its why they're so valuable at the moment.
I myself got a charged core after defeating a rather low-leveled charged lynx in the mountains as a level 20 wolf, so its obvious levels dont apply to trophy drops when it comes to the dreamlands
