I don’t think there is any way to get that exact wolf(unless someone has a wolf like that with chance). Your best bet would be to customize a glass eyed wolf(buy a base changer, Nose & claw changer, etc.)

i have this wolve black out all you have to add is the glass eyes on her

I can make this wolf for u but it'd cost about 750SC (customizing the necessary skin, nose, claws, and markings would cost about 5-6GC) 

Glass eyes are breed only-you cant add them. Maybe try to find a glass eyed one in sales and just add the base. I had a NBW today that looked like that, but I didn't befriend her. I'll try to keep an eye out for one like it.
