Tweak Chased Pool to Accept Fewer NBWs

1000000% support.  I seriously cannot support this enough

I've been playing daily every single day since February and I can count on one hand the number of times I've gotten a chased wolf that was worth befriending.  I don't even care about chased T3s or anything, I literally just want to find interesting wolves that I can get excited about.  Anything but this endless parade of generic, markingless NBWs that got befriended and immediately yeeted by someone else. 

It's been mentioned already, but I strongly support implementing a system that will allow us to delete wolves we don't want rather than chase them.  Whether it be kill, send to nature preserve, retire without a fee -- anything.  Someone even suggested a checkbox option next to the chase button that says "Allow this wolf to be found by other players?", and that's an awesome idea. 

I'd also suggest perhaps tweaking the system to allow players to have more chased encounters.  I'm not talking about 40% of all befriend encounters or anything, but maybe increasing it by 1-2% if that's possible.  I know chased encounters are supposed to be rare -- that's what makes them special -- but when the chased pool is as watered-down with crappy NBWs as it currently is, it'd be nice to have slightly more opportunities to find something cool.  I often go weeks in between chased encounters, and I can't stress enough how frustrating it is to finally see that purple star and then realize that it's yet another cheeto-colored T1 NBW with zero markings.

I support the notion of allowing a player to choose whether the wolf they chase is permitted to enter the chased pool, it seems the simplest solution to the problem, and also means that the devs don't need to make the value judgement of which markings or bases qualify a wolf for being allowed in the pool.
