Reduce The Amount of Pups/Wolves in Game (Fodder Use)

Hmmm.. I do like the idea of a population control measure, though I think I'd rather see mechanics implemented that keep the population from ever getting too high, rather than measures to deal with it once we're already swamped in unwanted puppies.

...though hey, here's a thought. If we are looking specifically for a "giving up your pups for benefit" NPC like a gorilla... why not theme it after someone/something looking for recruits to a wolf reintroduction program elsewhere in the world? Like hey, you get to talk about wolf conservation efforts, that's super great. 

yes, definitely support!! Itll help with the trading of SC between players for minimal amounts (when i did the enclave quests on LD i dont think i ever spent more than 30sb on a cub regardless of difficulty) while giving those unwanted pups more meaning
