CD in this context stands for "custom decor." Users can purchase a "Custom Decor Creator" in the Grove for 10 GC to submit a custom decor for review. Buying the creator doesn't guarantee your decor will be accepted, but if it is, it will be created into an item which can be used, sold, traded, and raffled like any other decor.

Also, if anyone is asking for unwanted CDs, I believe that is against the Code of Conduct as a form of begging and is reportable.
