The thing is, unless you can suss out anything to give evidence, you don't necessarily know who the Werewolf is. It's very common to vote out a member of your own team.

If a special role chooses not to reveal themselves, you really don't have a lot to go on.

Confusion and misdirection are kind of the name of the game.
