Why can't a pupsitter regain energy?

As Phantom said, you don't need to pay to have a pupsitter. Just befriend any wolf you like in explore and assign them the pupsitter role (like you did in the tutorial). Or when one of your pup grow up into an adult, you can make them pupsitter. You can have as many pupsitters as you want.
