I use gimp and I watched a YouTube tutorial on how to animate with it. Did that with wolf pixel animations making them run and blink etc...but we are talking over 10 years ago so im outdated.

Gimp is like a free version of Adobe Photoshop. Not as good but does the trick. So it can be used for digital art but also has the ability to make layers and turn into a animation. It's been awhile since I've done it.

they're really good for making everything flow together and fluid motion.

clip studio paint has an animation feature too. i've seen plenty of videos on yt showing how to use it, but i never have personally.
