They unlock after a certain number of rollovers. You'll get a notice from the questing snake to speak to Tala once your account has rolled over enough times. Once you've completed the relevant quest the mentor role will unlock. I'm not sure how many rollovers you need to get it - maybe 30?

The Unique Quests, according to Tala's Archive, are:

Mastering the Craft (training adolescents)
Basic Education (training puppies, unlocks mentors)
A Pair of Lovers (unlocks pair bonding)
Not Just For Bears (making caves)
Send In The Scouts (unlocks scouts)
Battle On (fighting tutorial)
The Next Generation (all things puppy/breeding related)
Sickness & Health (unlocks the herbalist)
Time to Hunt (unlocks hunting)
Pack Life (befriending wolves)
