puppies training trouble

Hello

my scout Ziran is not available in puppy strength training lvl 3 when a scout is needed, i though first it was the energy or something, but he is not scouting, he has energy and he is available when i chose lvl 1 and 2 in anything as all the others. The same happens to my leader in training.

they are the first wolves i got in the game, could it be that? or do i need to do something else?

Do they have a 60% energy or more? It takes 20% for 1 hour, 40% for 2, and 60% for 3.
