Random question, how does the elk's heart item work?

I know it says that it can bring any female into heat immediately, but only if they're not on cooldown. but female wolves are always on cooldown unless they're already in heat. I'm just super confused about how its supposed to work. does anybody know? thanks :)

Wolves are only in cooldown or heat all the time if you breed them every time they’re in heat. If you don't, they're in heat for 4 days, and then not for 8. You can give them the heart during those 8 days.
