Quotation marks no longer working in footnotes?

Im wondering if this is a bug or intentional? Before this rollover I was able to put quotation marks in my wolf's footnote, which I did as they dont show quotations on the main overview page, and now I am unable to.

I think that quotation marks weren't intended to be allowed from the beginning so devs changed it.
