Could someone please explain what a potato pup is?

My understanding is that this is used to mean a generally disappointing or ugly pup. Things such as no/few markings, clashing colors, tier i, bad stats, and generally a combination of several of these factors could allow it to qualify. I’d also say it’s pretty subjective
