Scouting Help - Rainforest & Glacier

Hello, I wanted to ask what stat level my wolves need to be to explore the Rainforest and the Glacier. One of my scouts, who is currently 510 (Honeybee) stats has been able to scout and discover both Rainforest and Glacier, but the other scout at 482 (Sagebrush) keeps getting rejected for "not having enough stats or energy". 

Both wolves have full energy and the 510 scout has been able to explore these areas with 480 stats before. Is this a bug? Or is only one scout allowed to explore these challenging areas? 

To scout the Rainforest, the scout needs at least either 100 or 101 (I've seen both and am not sure which is correct) strength; for the Glacier, the scout needs at least 100 or 101 wisdom.

They are able to discover them without those requirements, but properly scouting them out takes the required stats.

Is there any tactic to specifically training up these stat points then? 

Rescout Desert over and over to gain strength.
Rescout Riparian over and over to gain wisdom.

I always reference this guide (more specifically the map) when sending them out to rescout.

Outside of that, I've heard of folks switching their Rainforest scout to be a finisher for a while, potentially their Glacier scouts as stalkers but stalkers can get either smarts or wisdom while finishers will primarily (if not only, I haven't tracked that and haven't read too much on it) get strength.
