Herbalist won't hit 100%

Hello! 

My herbalist wolvden.com has been at 98% proficiency for a few hours now and at one point I had her at 99%. She knows all the recipes, too, but she won't hit 100% no matter what I do. Is there a reason? Did I miss something?

All professions drop 1% at rollover. Your herbalist will gain 1% from foraging or crafting a recipe.

I know. =) But I've worked with her all day yesterday and she was at 99% while I worked with her. I made her forage and it went to 88% and then I had her craft a recipe, it stayed at 88%. I don't know why it won't go up when I'm actively working on getting those numbers to go up.
