Specific requirements to be able to scout rainforest and glacier?

what are the specific requirements to be able to scout rainforest and glacier? What Level and Stats do the Scout have to have, what proficency? I wanna know if i will be able to scout them soon or if i need to wait a lot longer since my scouts have 100% proficency but are unable to scout either so far q.q
