Albinism/Melanism carrier in NBW

So my question..are these carrier traits only likely on the special NBWs that you can only get at 15th level and beyond or is there a tiny chance for any NBW to be one?

I'm pretty sure it can be any one, but someone else should confirm that. I haven't started breeding for mutes yet, but from my research any NBW should do.
