Unable to find new male in pair bonding?

So I got a male pup and he aged up yesterday, went to pair bond him to the female I bought him for, and he's not there. Okay, no big deal, there's probably an age threshold or something for him to show up.

One of my own bred pups aged up today and he's there immediately.

Did I miss something? Is there some "wolf has to have been with pack for x amount of time" thing in place, or is this a bug?

The wolf has to be in your pack for 7 rollovers
