Minor Bug With Scouting

I'm trying to send my scouts (one 100% energy and 100% proficiency, the other 100% energy and 78% proficiency) to scout the glacier or the rainforest, but whenever I try, with either wolf, it says, "This wolf either doesn't have enough energy or stats to discover any of this location." 

The glacier and rainforest are harder to scout! A wolf will need 100 Wisdom for the glacier and 100 Strength for the rainforest. (why don't they tell you this? I have no idea. I had to learn it from the forums too)
