I had another quest for a Mule deer and rescouted in my home biome (Mountains) and look what she brought home:

She found +1 Mule Deer Carcass, +1 Grouse Feather, +1 Owl Feather
  
+84 EXP gained! This wolf can level up!
+2 speed.
+1 Scouting Proficiency

So I would say your theory is pretty sound.

Ok updated... from the posts and several dozen screenshots I was behind on myself cause I was planning to wait till I was done with the glacier and rainforest and holy damn that is taking waaaaay longer then expected so yeah... updated. Sorry it's been so long since my last update

First time rescouting in the mountains (and ever). The scout was level 1 with 0 proficiency before the scout.

EDIT: Second time rescouting in mountains. The wolf was level 1 with (I think) 1 proficiency before the scout.


I also want to note that Mountains is my home biome.
