Do the higher-level NBW's in Explore have higher stats than low-level NBW's?

I don't know where to ask this, so please bear with me.

I've noticed, in Explore, the NBW's I come across have levels just like every other animal in the game. My question is: Are these wolves chased wolves who were levelled by a player and thus they're levels are achieved by the player, or is the level assigned by the system to match the stats they possess? 

Does anyone know? I'd do the research - as in befriending, spreadsheet-logging, actual research - but I don't have time to take on a big project right now. Let me know if you have any questions about this.

I believe NBWs are randomly generated wolves unless it's shown as chased(by the purple shooting star icon).

I have noticed that higher levelled befriended wolves do have higher stats, but they are also much older in age. Like I have befriended level 15 wolves and they are over 4 years in age (and have over 240 stats) while low levelled ones were only just over 1 year (and have less than 200 stats). Not 100% sure if the age & level & stats really correlates though. 

I would love help you with data collecting if you ever decide to do the research later on. 

We could probably set up a simple google form to collect data. Level, random/chased/special, stats, age.

I collected a bit of data from my own NBW encounters, and so far it looks like there's no correlation, but of course we'd need more data to be sure.

Yeah, I think they highest I'd seen (before I started collecting data about levels) was a 285, and I used to get a lot of NBWs looking for high stats.  I'd be really surprised if they went past 300.

These are all normal NBWs, by the way - I only recently got to the level where I could get chased ones, and I only saw a few and they were all ugly, so I didn't befriend any to check on their stats. XD
