1. Whats the general conversion rate of SC -> GC / vice versa?
2. Are Special bases the breed-only/raffle-only/applicator-only tier?
3. Are T2 markings the breed-only ones?

Welcome back ^^

1. GC tends to sell for around 500SC, though a lot of trades will have buyouts for 1 GC or 400 SC, so it seems to me that many consider 400 SC = 1 GC the going rate (even though it's not). I keep this link bookmarked personally, in order to quickly check GC prices on the trading center.

2. Special bases originate from applicators, but you can breed them from parents with that base. Basically a parent  with a special base has a chance of passing its particular special base or any tier of the other parent's color group (Monochrome, Warm, etc.) (normal rules apply for Light/Medium/Dark). Some TIII are also originally available from some pretty hard to get crafted applicators (Fox, Badger, Caribou, currently; all other TIII are breed-only), so it's kind of worth calling them breed-only as well. That said, there are breed-only bases of literally every tier (except special; those all are applicators and then pass by breeding).

3. Sort of; T2 come from raffle studs mostly, or also RMA. Honestly, T6 is technically the only "breed-only", though can appear via RMA, but I think most would group raffle, RMA, and combo markings together as effectively "breed-only" (since breeding would be the only reliable means of getting them). Here's the explanation of marking tiers, from the Grouse House Guide on markings (this guide has detailed information on the tiers too):
Tier 0 - Basic NBW Markings
Tier 1 - Custom
Tier 2 - Raffle/Rare
Tier 3 - Event/Applicator
Tier 4 - Empty Category
Tier 5 - Placeholder/'Unreleased' (Markings are placed in this category if they are not meant to be RMA-able, like raffle stud markings before the raffle is pulled, and lunar event markings until after their debut event is over)
Tier 6 - Combo Markings
Tier 7 - RMA
Tier 8 - Rare NBW
