From the Grouse House guide on markings:
"Tier 0 - Basic NBW Markings
Tier 1 - Custom
Tier 2 - Raffle/Rare
Tier 3 - Event/Applicator
Tier 4 - Empty Category
Tier 5 - Placeholder/'Unreleased' (Markings are placed in this category if they are not meant to be RMA-able, like raffle stud markings before the raffle is pulled, and lunar event markings until after their debut event is over)
Tier 6 - Combo Markings
Tier 7 - RMA
Tier 8 - Rare NBW"

To be perfectly clear, the marking tier don't mean much beyond whether or not they can be applied via an applicator (T0/T1 can both be applied via normal, grove applicator) or not and how they are originally obtained. Markings all pass equally, unlike base tier, or to be exact the passing of all markings works the same. That said, some markings are going to be rarer depending on how they were initially obtained and how long it has been since they were added to the game(the logic there being the longer the time a particular marking has been in the game, the more likely it has proliferated between the generations of wolves that are descended from the first wolves that had it; of course this pretty much just applies to effectively breed-only markings, but you could apply that logic to really any of the markings). Tier 0 and Tier 1 are oddly the only ones with truly special mechanics, which is deviations in breeding that can occur with them (marking shape changes between parent and offspring to another shape of the same tier). Rarity really is just going to be a matter of is it not T0/T1 and how many individuals in the game have the marking in the slot your wolf has it in. Slot also has a serious effect on the rarity; some markings may only exist in certain slots for awhile, so if it shows up in a new slot, even if the marking has been in the system for some time, it might make the marking in the new slot very valuable to someone trying to get a specific design.
