So more than likely, the gifting it is referring to is the event gifting. On the events page, there's a link to take you to a random player's den and you can randomly gift that way. Basically, you just select an item (or items; up to 5 things; also SC/GC are options too) and then the "packaging" (not important; it will select one randomly, but you can pick whichever if you prefer). You can leave them anomalously as well, if you check the box for that.

There's also like a hundred (exaggerating, I think lol) threads in the forums right now of things like "Gift the Player Above You..." that you can post in to exchange gifts with people for this event.

Just keep in mind you can only gift someone once a year for the event gifting. For the most part, it might not really matter if you don't really know them, but if you want to be nice or know them, most people keep wish lists posted about items they'd like on their den page for this event.
