The Cardinal Elkan-kin Council

The Cardinal Elkan-kin Council consists of a lead hunter from each of the 10 hunting teams of the pack, the herbalist, both scouts, the Den Mother or Father, and the leader(s) of the pack.

Together, they work to resolve issues, plan by the season, and help keep the pack in order, each member of the Council a representative for their other packmates. Ultimately, decisions are decided by the leaders, but majority vote can and should overrule if what they have proposed is undesirable. The Council is the voice of the pack as a whole, usually consisting of 15-18 members max at a time.
