The Astral Summit is not home to one pack, but many held under the watch of the Starcaller and their wards: scouts whom help enforce order and a healer inheritor of special abilities of clairvoyance. They who speak to the moon and walk among stars is seen as a holy prophet by a few packs, a counselor for others, a bedtime story to few. But how come so little wolves have come to hold power over the great range? Some stories say that their blood sometimes is shared between the packs to keep family ties. Others say that the sky falls and eats heretics alive when the moon disappears from the sky. Many think it has to do with intricate political chess. Truth is, depending on the current lineage, it can be any rumour that goes strong. Either way, the Summit has come to be a safe home underneath a single centralized main family power, allowing for trades and relationships that serve to make the packs stronger. Ill-advised it is to take down the powers for that reason. Generally though, these packs sre family packs owning a piece of territory with, who aside from these events mostly only know each other intimately. All lesser packs are compromised of a pairbond and their pups, much like real wolves operate.
