What program should be used to make custom decors?

I have FireAlpaca, which is similar to Paint Tool Sai. I use this art program a lot and I'm hoping that it will work for custom decors. Can this program be used for custom decors? If not what programs can be used? Also what would the file need to be saved as? I normally save art files as .png but I'm not sure if this is used for custom decors. |
