Once General, now King, Noah did what no one thought possible and collected the struggling human population. He reined them in with promises for the useful. Some might see him as cruel to leave the Strays and lowerclassmen to their own devices when it comes to resources or supplies, but the people of Horizon know this is out of necessity. Until the old technology can fully restore the resource shortage and the fishermen find enough fish at sea. Noah, who would not even send his men into the unknown lands, encouraged the Stray population to explore the wilds for resources. But unfortunately, this suggestion sent the spark of rebellion amongst the Strays. The undying flame of revolution, fueled by resentment, goes by "Wolves." The rebels took the term Stray and turned it into something better, adaptability being their self-proclaimed greatest strength. So far, none of the strays nor 'Wolves' have dared show their faces in any of the borders and have been nothing more than a story told to spook young children back into line. Though, there has been word that the young wolves' leader is getting bolder as she grows into her leadership position. With the hottest Spring on record and a predicted lower crop yield, tempers are feared to billow hot with this food shortage. |
