I think the higherarchy should be diffrent for each tribe.

and the way you explained that confused me so im going to try and translate it to something i can understand,

You think Star Tribe should be able to vist dreams and Moon Tribe should be able to basically puppiteir a dragon;s body while itd sleeping?

I think because Star Tribe and Cloud Tripe can fly they should be devoid of any magic, that way we can say its to keep them balanced.
and i think just Dream Control is better? i like the idea and all but it sounds like it could lead to OOC conflicts. plus, it may be OP 		Echo_OfTheStorm

I don't think that would work either, because i was thinking the dragons would think of magic and wings as gifts from the spirit realm, and all dragons that have wings don't have magic cause why would one dragon get two gifts while the others get one? 		Echo_OfTheStorm

i myself is a fan of wings of fire so what is moon has both puppet one and dream control but it is scatter not one dragon has both and sure we can have a healers connect to spirt realm 		spider in the garden

it feels like the puppiteiring is a little OP for a roleplay for it to be a common thing found in the tribe :(
