Riley sigh's and grind's his teeth, twisting in the jacket. The bracelet on his strapped wrist glowed, stopping him from burning stuff or shifting into a pheonix.

Sherman gently pats Riley's back. " we cannot let you out of that until we know you won't be a danger to others or yourself. Even high danger level people can show they are trustworthy enough to be let out. " he says. " but you need to show you can be trusted not to hurt others or yourself first.
