Are humans and dragons paired when the human is a baby/kid or did they get bonded once they attended the school?

or is it like different for each person, depending on when they meet the right dragon?

They're bonded once they reach the school. The kids go to a clearing where the dragons come and find their match

And would they be bonded already, or is it like a new year and they're going to be bonded? Sorry if you already answered this!

They're establishing the Bond at the meeting. So this is the first time they see their dragon
