To expand on plagg's comment, this map shows what herbs you can get if you live in that biome and have your herbalist forage. As far as finding herbs in explore, I think it's pretty much random which ones you get when you follow the raven and roll in poop and stuff like that. If you don't live in a biome that allows you to get an herb by foraging, your best bet is to forage a lot of common herbs and then use the herbalist's ability to trade 3 herbs for 1 other one
