I made him surrounding the sci-fi theme
He is a lab bred dragon, his name is Digit. He's a admiral of a fleet for his empire.
He is calm and collected but he can get easily frustrated if he doesn't understand something. And with that frustration, since he doesn't know how to channel it and deal with frustration, he will get a little aggressive. Which is his greatest flaw.
Digit is also an electric type of dragon.

Of course, I can shape him to be whatever depending on the type of RP. I make all my characters flexible so anything can work.

Okay, sure. I have a good few but I'll offer my main OC

Sparks:
A male wolfdog, Siberian husky x Mexican wolf mix. He's on the smaller side of things and takes more of his husky traits in appearance. He's a peaceful little guy and prefer to stay away from violence. Sparks is also a herbal expert and knows how to dance his way around the different types of herbs. He is very adventurous and open to others. Sparks can be energetic as well.

I have a loose plot idea. The plot is set in a future there nature catastrophes forced humans to retreat into globes, in which they control the weather. Five years after the humans retreated into their globes, nature has started to reclaim the cities. Near a small town a small wolf pack lives a relatively good life. While summers and winters can be harsh, they never had big problems. Two dog packs have formed in the town, consisting of abandoned pets and strays. After initial struggles life was good until. Both packs have grown over the years and face a food shortage now. The pack that lives in the north of the town believes the only solution is to leave the city. The other, on which territory is the only existing exit of the town, disagrees. They believe they shouldn't leave the city, because it's dangerous and the city is their home. Tensions are high and rumor has it that there might be a war. A young dog decides to leave the city and to see what is out there, not knowing that a wolf pack lives there.

What do you think of my idea?

I do like the idea!
How far in the future will this take place in? What kind of nature catastrophe happened? I ask because I'm wondering if it'll effect the characters throughout the scenario more than how it may have already prior from the curtain being lifted.

It would be in the middle of the 22cd century. The catastrophes varied from region to region. Floods near oceans, regions similar to Australia and Africa experienced droughts and forest fires and in other regions happened hurricanes and other heavy storms.
