The Circle is a group of warriors that consist of the Harbinger and their most trusted companions. Once you are apart of the Circle, you've basically reached the highest rank - besides Harbinger, of course. To be part of the Circle is a high honor. Whatever is said within the Circle's council, stays in the council. To be demoted is one of the most shameful things.

Usually, those in the Circle are werewolves, though opinions on having Hircine's blood in you is a constant argument.
