Adoption expansion: Allow pairs to adopt non-bear pups

The update allowing paired wolves to adopt puppies from the bear is wonderful, and I adore it. I also really love the ability to see adopted and biological family in the lineage area. However, it would be beyond amazing if this feature was expanded to allow pairs to adopt pups obtained in ways other than by the bear. This would be amazing for lore and roleplay.

Circumstances this would be nice:

- You have bought a puppy from another user and imagine that one of your pairs has taken the pup in as their own. With the adoption feature, you can make this a reality, and the pup's family will be viewable on the site.
- You have dynasty-based rules for your pack, i.e. the herbalist must be the descendant of a previous herbalist, the lead must be a descendant of the previous lead, etc. In this case, adopting puppies would allow you to continue this lore based pack system without having to breed excessively long lineages.
- One of your own pack's puppies has weaned, but their mother has died. You want to have one of the pairs in your den adopt them in their dead mother's place
- You have poly wolves in your lore, or platonic partnerships, etc, and would like to be able to officially include these wolves as adopted parents of specific puppies.

There's a lot of potential ways the ability to widely adopt puppies would be wonderful! Like same-sex pair bonds before this update, it would mostly be good for lore, but being able to see the adopted in the family tree would be absolutely incredible. I personally have dynasty based rules for my leads, and a lot of adoption in my pack lore, so I'd really love adoption being expanded.

Support! Before the enclave update, I had a pup canonically adopted by one of my pairs, and I'd love to make it official.
