Unfortunately you won't be able to acquire that background if you weren't here and collected it during the festivities. The anniversary items are tied to each player's account and cannot be sold/traded/transferred/gifted/etc.

There should be another anniversary(3rd year I think) celebration this next October. They will probably release another exclusive background/decors that you can collect. 		WillowRose
